Unlike in the U.S., mere use of the mark will not provide any enforceable rights against third party use.

Great info. I'm wondering what's the cost of registering a trademark? and the cost of defending a trademark (through either arbitration or lawsuits)?

Here is a more official link to the Japanese Patent Office english site. Lots of information including a Fee Schedule (Kenne). It isn't cheap to file a TM and I don't know the answer to your second question as it pertains to domains. Anyone else?

Trademark application en6,000 + en15,000 per classification
Defensive mark application en12,000 + en30,000 per classification
(4) Trademarks Reg & Renewal Fee
Registration fee (including defensive marks) : en66,000 per classification
Renewal fee: en151,000 per classification
Defensive mark renewal fee: en130,000 per classification

Yup, the registratration fee isn't cheap.
