No, they're not hosted in Russia. Just got a few backlinks from Russian directories listed in Yandex (search Yandex for каталог - think that is directory in Russian). I think one directory i used was this one -

Once you have a few backlinks, manual submit to yandex here:
http://webmaster.yandex.ru/
Got about 2/3 of my submitted sites indexed really quickly, with only 1-3 backlinks.
