My opinion:

The americans are scared that they are soon going to lose control of the internet.

Progress will continue to be hindered by the americans via political means unless ICANN can manage to relocate and get international organization status in Switzerland.

How much "control" of the net does america have anyway? We are powerless in shutting down offshore servers and stopping blatant scammers so besides the little verisign deal we have squat.

Theres no need to mix scammers and spammers into this. Scammers and spammers are not part of the scope of things that ICANN deals with.

They do have control over top level standards, and that is what matters.

Switzerland's only notable foreign policy is to be entirely neutral. It won't join the EU. Its neutrality was regarded as so important it did even join the bloody UN until 2002.

I very much doubt that you can give the US total credit for that. It is much more likely that such changes have been brought about due to lack of competitiveness in Europe and pressure from the EU.

Actually, most Swiss banks now specifically refuse to allow US citizens to open accounts. They also exclude citizens of countries such as Iraq, Iran, Saudi Arabia, Bharain, UAE, etc.
