Looks like they want to have the ability to do both. DNAMEing the existing ccTLD and gTLDs, and allowing for future deployment of top level IDNs. Testing for the ability to do .idn one thing, getting a new top level domain approved is another. While, DNAME, not being a new domain, wouldn't have to go through the same review process, right?
