So, both of these approaches (if used to the exclusion of the other say) allow for:

IDN.com <-> IDN.IDN ? (this seems to be the Dname solution)

The second approach seems to be a way to create new separate IDN tlds.

Appreciate any concise answers. I'm just trying to understand it in terms of what it means to the IDN.com speculator.
