I don't think this can be converted, this seems to be a misrepresentation of utf8 by iso-8859-X. If you can parse it directly from the source then you should be able to get the correct representation otherwise I am afraid not.
You can also try this...on your interface go to "View" (on some computers "Page"), then down to "Encoding", then try clicking on main choices, UTF 8 works for most.
If that doesn't get it, on same menu scroll down to "More" (on some computers "Options") and you will find quite a few choices by languages that can be used to decode. Based on where email is from, or what language IDN they are inquiring about you can try those language choices first. Good luck.
