This really sounds like what we have been saying all along.
They are going to use dname for the top levels of the idns that are already existing.
And they are allowing for future idns to be created. This was going to be done no matter what anyways.
I don't think there is anything bad in this. At least from how I read it. It doesn't once say on this that they are going to create an alternate .com idn. All they are doing is allowing for more extentions to be added in the future. You know icann they need to be able to have room for shitty exts. so they are able to mess up idn the same as latin.
