An appraisal service would have to be fairly objective at this point. For example EntertainmentFurniture.com sold for some good money a day or so ago. Who would have thought that would be a valuable name? With IDNs it is harder. One needs to know many factors including: Current Trends, Keyboard Shortcuts and Abbreviations, Words with multiple meanings, Population and Language (accent) considerations, current popularity in ASCII, mixed scripting (both alpha and numeric), popular terms and unpopular terms etc...etc... all of these considerations would be varied depending on the language and the country that uses the language. ie Spain and Mexico may use a word in completely different contexts. A Spanish word may also mean something to the Vietnamese or Czechs. There are many variables, and what about longtail IDN's? 2 or 3 word combos? The research on those words will need to be doubled. A real appraisal service for IDN's would have to have a native speaker from each of many countries, and those natives will have to have some domaining or internet developement experience. Also, it would have to be a team effort, using logistics and algorithms.
