Kindly tell what is your plan for this-if you can, of course... There are still plenty of good russian domains out there which could be made a business and have a business purpose. This is all relative but for example, since I want to have a small portfolio of russian names, I started to reg some a week ago and I just registered дизайнсайтов.com among others. It has a bigger yandex score than webdesign.com, yet means same. But with дизайнсайтов one at least may immediately see the possible use. Don't you think министерство is too generic? Don't take it in a hostile way; I just want to help here and may be I am missing something too.

I think if it has wordstat.yandex.ru then will have type-in... Just like that :-)
There are no good single words with wordstat more than 100к .com.

So it's for ppc? My experience with latins tells me that score is not always the best criteria- this of course depends on the intended use. if you plan to develop, single too generics are not always the best choice-even for high profile names. For example for portuguese, insurance has about 100.000 searches a month in brazil but a combo (which I have) CarInsurance has 1.7 million searches a month.
