Added New IDN Forums to the site...

I added new Forums to the site by request.
I added Spanish, French, Portuguese, Indian, & Novelty Domains...


OK guys... ya got it just don't leave them empty....

Actually the "Novelty Domains" category should be named "Special-Character Domains," which would cover dingbats and the "special" characters.
