Dubya is a lame duck. He cannot be reelected, so it doesn't help him a bit.

if the projects are in america, it is not outsourcing. Only if the projects are in india. recently, i noticed a strong boom in South Asia, might be related.

American company outsources on-site IT jobs to Wipro. Wipro can't get enough h1b visas to place workers at the american company, so now they start actually hiring americans! Oh, the horror!
