Yes it's a very local Hong Kong term, normally mainland, taiwan, singaporean, overseas chinese do not get what it mean although they can read chinese.
In fact the full form is called "一樓一鳳", meaning "1 flat (樓) with 1 whore (whore = 雞 (chicken) = 鳳)", but people usually skip the "鳳" and become "一樓一", .
There's a very high traffic Hong Kong site providng information on those ""一樓一" in Hong Kong. The site is "s[]x141.com" which was once ranked the top 100 alexa site, "141" pronounces like "1 floor (樓) 1".
