language tags, why

why are language tags required to register a name but not when you transfer it?
Is it to make sure scripts meet some type of established guidelines?
a. no mixing of scripts, prevent phishing (on second thought, I think you can register almost any language .com name as “afrikaans”

b. Only approved characters can be registered (had some issues with farsi terms this summer/maybe it was last summer.

I am having trouble coming up with a good answer, I am sure its on the forum somewhere but I can't seem to find a good answer.

Yes, each language can be attributed rules. Most aren't, but the most common set of rules apply to Kanji/Hanzi and are what we normally refer to as The Block. Other rules applied involve making sure Cyrillic is not mixed with Latin. Once the name is registered the test are not run any more. They are not required for transfer.

becouse counties dont have the same rules when it comes to register domain.
