I do not think people within China view .公司 as .com and .网络 as .net. Most people think .com or .net are just used for websites.

VeriSign did not invent or discover .com. I doubt people who named .com have applied any IP right for it. What VeriSign has is a contractual relationship with ICANN to operate .com. If that contract ends and ICANN sign it with another company, VeriSign will have nothing to do with .com.
