Giant, Thank You for correcting me. I was using AltaVista- Babel Fish for the translations.
I have done some more research and 元江 is Yuan Jiang which is another name for the Red River and it means "Primary River." Wikipedia says 藏区 ("Zangqu") means historic Tibet.
