requirements for .CN registrants

I have a question about .CN registration.

What are the exact requirements for .CN registrants?
Do they need to be China citizen, live in China, register through a company in China, or own a company in China?
Right now maybe there is no much restriction and no check is done.
Will any rules be enforced in the future?
