I doubt CNNIC will pay ICANN the fees for idn-ctld.

Which is precisely why they are not going to be able to charge a lot for Aliasing, but there again do they charge that much anyway, and again it is all down to volume of usage. The more volume there is the pie there is to be shared out.

On the statement. No, but it has to be plain common sense to anyone with half a brain. ccTLDs are free to charge what they like anyway, so cost is not a major concern to them.
