ट = "ta" (each stand alone Devanagari letter contains short 'a', unless marked with a vowel-removing-sign called the virama or combined with a vowel)

   ी = combining form of the vowel 'i"

ट       +    ी    = टी "ti"

Here the virama is added to get a pure "t" without any vowel:

ट   + ् = ट ् "t"
