Verisign is not concerned with words that mean 'Network'. For .net in arabic they will want something that sounds like .net when you read it.

They did the same for their .com applications in other languages, they were not concerned with words for .company, they simply applied for short TLDs that sounded close to .com

Even if International Domain Registry Pty. Ltd. had not applied for شبكة., Verisign would not have applied for it - never
