There won't be any big traffic boost, probably none at all for nearly all domains. The tool was for individuals, logged into their google account, to stop nominated sites from appearing in search results.

I guess it got culled because it was yet another "feature" google introduced in its search result personalisation phase ... now they have found out nobody uses it. Who the heck wants to sit in google search results all day personalizing the output? That really was search ego gone wild on google's part.
