Local Language Interfaces

Would it be possible to add local language interfaces to the site so that the menus and intructions for the site could be displayed in a language of the users choosing other than English? Clearly there is an urgent need for this in several languages, if it is technically possible to implement. Obviously, any solution would need to provide access to the same content, rather than being parallel websites, each with their own separate content.

This just takes a template & few changes in the code for each language.
I think most people don't want to make their forums like this because it will attract many foreign post.

The latin Languages are the easiest of course.
Then comes Japanese (I guess this gives me a reason to test it out)

Then the others like Chinese needs a bit of testing
But I'll try to work on it from the end of the month.
