Whether IDN.com owners will get IDN.公司. or not is unsure as ICANN (or any authoritative body) has not decided on this issue. My question is, if ICANN hasn't decided on whether to give .公司 to the IDN.com owner, then why are some registrar already selling .公司. Wouldn't there be an ownership issue if ICANN chooses to grant IDN.公司 to the original IDN.com owner because .公司 has already been sold to someone else?
No. You could start some parallel internet tomorrow and sell your own dot coms. ICANN couldn't stop you. They wouldn't be worth anything because they would only resolve on your internet and nobody is interested. If China set up its own internet that might be a different story, but it would in no way affect what would and wouldn't resolve on the World Wide Web.
