Sorry, 出价 doesn't mean "bid".
In a price bargaining, you 出价 means you give an offer and wishing the seller take your offer, it's totally different from "bid" in English.
出价 in Chinese doesn't include a legal binding as "bid" does. Sometimes we use 出价 in an auction scenario then it means "bid", because in an auction what you offer is actually your bid.
I think the best translation of 出价 related to an auction should be "bidding price" instead of "bid".
