Maybe this will help:
Oriya or Odia (ଓଡ଼ିଆ oṛiā) is an Indian language, belonging to the Indo-Aryan branch of the Indo-European language family. It is mainly spoken in the Indian state of Orissa. The language is also one of the many official languages in India.
31 million speakers (1996) according to Wikipedia.

The problem is, all digits, punctuation, and symbols, will not resolve when the next version of punycode is implemented in software. In the published standard they are already so marked.

Are you sure that digits will no longer resolve? In this document: http://www.ietf.org/id/draft-ietf-idnabis-tables-08.txt they show:
0B66..0B6F ; PVALID # ORIYA DIGIT ZERO..ORIYA DIGIT NINE
As I understand it, PVALID means that these characters are valid for domain names. On the other hand, it's quite possible that there is another document out there that overrides this one. So any additional information would be appreciated.

Numerals appear to be valid but cannot be mixed script where there is a likelihood of confusion.
