OLD - GNSO gTLD Registries Stakeholder Group Statement

Fairly old considering how the various working groups are moving lately.





Issue: Interim Paper on Policy Aspects Regarding Introduction of Single
Character IDN TLDs

Date: September 9, 2010

This statement on the issue noted above is submitted on behalf of the
gTLD Registries Stakeholder Group (RySG). The statement that follows
represents a consensus position of the RySG as further detailed at the end
of the document. The RySG statement was arrived at through a combination
of RySG email list discussion and RySG meetings (including teleconference
meetings).

The RySG appreciates both the opportunity to comment on the "JIG Initial
Report on Single Character IDN TLDs", and the methodology applied in
identifying six policy considerations applicable in gTLD as well as ccTLD
contexts. The RySG continues to stand by its stated position on the GNSO
Final Report on the Introduction of New gTLDs:

“[For Single and Two Character IDN strings at all levels,] Single and
two-character U-labels on the top level and second level of a domain
name should not be restricted in general. At the top level, requested
strings should be analyzed on a case-by-case basis in the new gTLD
process depending on the script and language used in order to
determine whether the string should be granted for allocation in the
DNS.”

Moreover, the RySG believes that the new gTLD string evaluation and dispute
procedures (similarity, stability, etc.) in the Draft Applicant Guidebook, version
4 should be applicable to IDN strings which do not impact the stability and
security of the DNS.

The RySG recognizes that the JIG Initial Report is a contribution to the
finalization of policies that are still pending and, as such, believes that it would
be imprudent at this stage to voice unconditional support for the full opening
up of single character IDN TLDs.
The RySG would, however, be supportive of
an eventual release of single character IDN TLDs at a time when there are no
remaining technical or policy issues that could result in stability and security
problems.

The RySG therefore encourages ongoing dialog in the ICANN community
on IDN TLD implementation issues related to single character IDN TLDs.
