Well, he has cottoned onto the fact that there is something going down, and he has appreciated that each market has separate requirements in terms of access. What he has failed to understand is that can and will all happen under a unified internet. The glue holding the thing together will be more powerful than the forces trying to push it apart.

ICANN has recognised the needs of the wider community but has still a lot of work to do to get it all implemented and time is short. China has recognised that ICANN is the best position to deliver what it needs.

No, he is not a nutter, he is a thinker, but he has failed to appreciate how powerful the IDN concept really is or how much work has gone into making it a reality.
