My guess is they are setting up some backdoor bargaining for special prices with ICANN (below the $185k sticker price) for a 'custom gtld .anything for their members .

I still get the impression that few, even on here, have any concept of what is involved in running a top level domain. Trust me, the $185K fee is the least of your worries.
