Global Internet governance fight looms

The global fight between governments over control of the Internet is heating up amid a flurry of documents, the opening of the United Nations’ General Assembly (GA) and next week’s Internet Governance Forum (IGF).

On the eve of the opening day of the annual forum of world governments, the Chinese and Russian governments jointly submitted a letter to the General Assembly outlining a “code of conduct for information security” that called for “establishing a multilateral, transparent and democratic international Internet governance mechanism”.

MOSCOW -- Russian Interior Minister Rashid Nurgaliyev has called for limits to be imposed on the Internet to prevent young people from being influenced by "extremism" on the web.

The remarks fueled fears among bloggers, journalists, and rights activists that Russia may seek to adopt China-style restrictions on the Internet, which is now used by 53 million Russians.

Speaking in the city of Khabarovsk in Russia's Far East on August 2, Nurgaliyev warned that young people are no longer united by "the love songs of old" and that they are prone to the malicious sway of an estimated 7,500 extremist websites operating on Russian territory:

"Particularly serious attention on this question must be devoted to the youth," he said. "Young people are more subject to outside exposure and influence, and it is their hands that carry out the boldest and most cynical crimes. We must protect our youth from this."

Nurgaliyev later said that "the time has long been ripe to carry out monitoring in the country to find out what they are listening to, what they are reading, [and] what they are watching."

I was just about to reply to DK that I think the winner would depend on who could restrict the internet the most. And with all the restrictions on .рф I was waiting to here when Russia's "Great Firewall" was going up. Amazing!

I've been thinking about this. Wow, that is scary. That's exactly what you don't want your government to say. He forgot the last part, "and arrest you when we think you undermine our government."

Of course, I can't say much because of the patriot act. It basically allows for the same thing.

In the United States, people can't be prosecuted for reading banned texts on the internet, and website owners aren't liable for what someone scrawls in a blog comment.
