Response on Single Character IDN TLDs

1. single-syllable-single-word, yes, the idea is to point out the inequity that
such TLDs are acceptable for English (e.g. ".word") but not for some languages
(e.g. Chinese single word TLDs). Hopefully the edits explained it better.



2. included that SSAC members were involved in the development of the report



3. included stronger wording for Board to act



4. explained where the board may have inadvertently tied the implementation for
IDN ccTLDs and IDN gTLDs together and asked for clarification



5. included description to indicate that we received no objections from ACs



With regards to process, as discussed in Dakar, it is probably best to pass it
to the respective councils, and upon the mutual resolution by the 2 councils,
have the council chairs forward the letter to the board.



Please find also attached a draft motion for consideration by the councils.



We will also look to circulate this to the ccNSO and GNSO councils for their
considerations.

Both the ccNSO and the GNSO councils have at multiple occasions expressed a consensus principle that the introduction of IDN gTLDs or IDN ccTLDs should not be delayed because of lack of readiness of one category. The August 2011 Board resolution (by specifying that “processes for delegation of single-character IDN TLDs will be made available after the first gTLD application round and conclusion of IDN ccTLD policy work.”) perhaps inadvertently conflicted with this community consensus understanding and should be rectified.
