Does the requirement for registries to publish their IDN policies/code point tables with IANA end Firefox's overzealous whitelisting system ? I hope so

Unfortunately, no.

Verisign has had a published policy since 2008 or before, see Verisign IDN Registration Rules for instance.

The Verisign rules forbid comingling of scripts (with certain exceptions), so that yуy.com (upper case YУY.COM) is forbidden, because the first and last y's are Latin, and the middle у is Cyrillic.

But that is not sufficient for Firefox; here is an excerpt from their rules for IDN-enabled TLDs:

In order for us to display IDNs in a particular TLD, that registry concerned must have and keep a published policy stating which characters are permitted. If the set of characters contains pairs of homographic characters, the policy must specify a method (of the registry's choice) to prevent two homographic domains being registered to different entities.
Let's take for example the all-Latin domain yyy.com (capital form YYY.COM) and the all-Cyrillic domain ууу.com (capital form УУУ.COM). These domains both are legal, according to Verisign's rules. But Verisign does not guarantee that these two domains (YYY.COM and УУУ.COM) belong to the same entity, so the .com TLD doesn't meet the Mozilla/Firefox requirements for being included on the whitelist.

Note that the .de TLD meets these requirements: it is possible to register YYY.DE, but not УУУ.DE. So does .рф: it is possible to register УУУ.РФ, but not YYY.РФ. So they are both whitelisted. The .eu TLD does not (it allows both Latin and Cyrillic domains, and doesn't force homographs to be owned by the same entity), so it is not whitelisted.

Perhaps Firefox should bid for the IANA contract, as they clearly believe that ICANN is simply interfering in their mission.
