It isn't really news; ICANN is just restating what they have said before. But those of us who have .com domains in scripts that Verisign won't apply for in the first round, can start hoping to make it into the second round.

the second round will be very large for the non english brands , regions, and cities who missed the 1st round from IT staff/ legal staff ignorance.
