the stand-alone adjective would be 'billig'. It does have a negative connotation (low quality) though so I'd say 'günstig' is better.

Thanks a lot buddy for the detailed input, but what about using Billige with other words, lets assume I wanna say Cheap Cars, Will "Billige Autos" be correct? which is even more accurate, "Billige Autos" or "billig Autos"??
