No, the basic point is that Englishisation never really happened in the way that most people assume.
To give you some idea how this works. Take Algeria. At home everyone spoke Arabic. At work everything was done in French.
In the 1980's the government decided that French was not as useful as English, so they decided that the business language would swap from French to English and that instead of intructing in French all schools would convert to English as soon as possible.
Which language will they access the Internet in English or French? Well of course the answer is neither!
