I do not agree with you.
Currently, .co.in has strong "memory recall" value .
Both .in & .co.in are getting more popular.

100+ are .com
250+ .co.in
300+ .in (some companies have changed thier .co.in sites to .in)
50+ .gov.in
(no wonder, wot gets close to 45,000+ visitors on his gov.co.in)
100+ .ac.in
