The Chinese .com.cn was actually quite big until .cn was launch. a Top Level ccTLD will always outshine a second level. May take a little while but dot IN is real deal. Some top keywords in this will be very valuable, but only a limited number of English Keywords are going to make the grade.

Maybe true, only time will tell.
(Comparing domain market China and India maybe like comparing ASCII & IDN domain names)
This is one of the reason I am speculating on Hindi IDN names.

Moreover, most of the .in equivalent may go undeveloped.
No end user is going to risk buying the .in Premium names at mid to high $XXXXX.
Same thing may happen to Hindi IDN Names.
In order to have healthy secondary market, actual websites need to be developed by the end users. Be it .in or .co.in or Hindi IDN.com
All my developed sites come up in the 1st page of msn.co.in search for the keywords shop, realestate, classifieds, property, Answer etc..
