I am not undermining the importance of IDN but I am defending the place for .in & .co.in in Indian context.
My guess is most Indians do not randomly go to any Indian Sites. They go to specific sites mostly by word of mouth or based on advertisement or by typo error (evident from the traffic surge I receive on Osmania the day results are announced).
(Its a different story at Cyber cafes)
So even with IDN's it will have to be developed or indexed well to get any decent traffic.

Most of them are typin or typo for *.Gov.in (There are 60+ popular .gov.in in top 1000).
