If the keyword you put in calls up available google paid ads then it displays them, otherwise you get the standard page like you see in your example. For my Japanese ones, I am definitely getting higher ctr and ppc on websites where the keyword does find a match and serves ads. I just realized this fact, so thought I would post here for others that are interested in trying to get "sponsored links". Would be interested to see what the click payouts are (by product or service type) if any info available.
