pending translation (incorrect initial translation) Offers will still be considered, but any potential buyers should be aware that the translation is pending...

This term was initially translated (incorrectly but unintentionally) as "Payment," but its meaning is closer to "deliver." Thread has been edited to reflect this.

To my knowledge, this still means delivery in Japanese.

付款 is Payment.

It has 2 parts:
a) 付 or 交付 -- to deliver, to hand in, to turn in
b) 款 -- Funds, fees, money

So, 交付 is "an act of delivering" payment, but itself is not "payment".

So is it fair to say that 交付 means "delivery" in both Chinese and Japanese, or is it a little more of a grey area than that? Is this the best term for "delivery"?

No, it's not exactly "delivery" either. We don't have an exact word in English, you have to include more explanations for this word:

交付: Submitting or delivering (a payment or a letter or...). It's mostly used as a verb.

It basically means passing something from you to ....

-If you're "passing" some money for a payment, you're "paying".
-If you're "passing" a letter to somebody, you're "delivering".
-If you're "passing" a prisoner to certain authority, you're "transfering". :-)
