Finding a developer and copywriter for Japanese is really problematic. For Chinese and Russian, it's easy. For French, there are plenty from North Africa, Algeria, etc. For Spanish, Latin america, Argentina, etc.

Why are services in Japan so hard to find? 160 million population, among top computer using countries.

I give two advices to save money, one is to getafreelancer.com from India and China to do website in english, and later ask someone to translate. You can check http://www.crisscross.com/forum/ it has lots of japanese who practice english and foreigners who talk about japan or learn japanese. You can post your request there.

Another if you like outsourcing, you can find japanese webmasters or translators to hire cheap in Brazil and Peru -first and third country with most japanese out of Japan -US is second-, long history to say why- but anyway if you search you will find over a million and half japanese descendants -nikkei- who speak most of them perfect japanese in Brazil but will charge a small amount compared to Japan. It is funny but you could hire in Brazil for this kind of job as in Japan, there are several japanese call centers are in Brazil. Just see here Libertade in Sao Paulo, they even have McDonalds in Japanese!

second option is definitely better than the first option, but still a good choice only on mid-range projects....

Still not as good as getting japanese developers on project team because Japanese design sensibilities are vastly different from American and European. See all those sites with busy, active and bright schemes that I dislike so? I'm not Japanese. And good Japanese copy editors will not translate, but re-write the content instead to present the ideas in the most appealing and natural way.

My experience has been that the best choice in general is always to manage project in local country, and outsource skill positions to target culture developers.
