1. DHS discovers existence of a domain which they like, owner hidden via whois privacy.
2. DHS sends a National Security Letter or delivers it in person to the registrar.
3. Registrar gives the owner's details to DHS and is prohibited from notifying the owner that his details were disclosed or from talking about it to anyone.
It's really that simple. No court order required.
