Yes, this is correct but at the moment your browser will just send the punycode that relates to קום which the DNS cannot recognise. DName will enable allow this to be redirected to the dot com registry, where it will pick up the IP Address.

For incoming Punycode your Vista Software when you get it shoud be able to convert all dot com address to your local language, using a look-up table which means all your links will display קום instead of dot com, but only if you set Hebrew as the default in your Operating System.
