Its is only referring to the adoption rates for government websites. 90% of all government websites have adopted an IDN.CN usage.

This indicates that IDN.CN has become the common benchmark for government websites etc etc...

Nothing about common usage yet.

Maybe not, but this puts China much further down the IDN road than anyone else.

If all government Website are available in IDN format and promoted as IDN, the just about everyone is going to encounter and use IDN. That is a major step forward.

I think it is also clear that as a lot of big companies in China are ultimately Government owned and influenced heavily by government policies, I think they will at least be paying attention to this. There are already a very large number of Corporate IDN site in China. This trend can only accelerate.

We get a lot of hype about Japan on IDN. Compared with the Chinese on this issue at least the Japanese are still living in the dark ages.
