I know a korean idn that has more than 3 Million ovt .
Should i register it ? known that it is available in .tv and .cc only.

what is better ? what's ur opinion ?

Why not register it at dynadot put it up for appraisal/auction. If response is not good, delete it for credit no harm done (make sure it is within 5 days edited) .

I would check to make sure its not a trademark issue. Could also be a celebrity or have an association with a video game. Not sure how valuable or invaluable that makes the name. From my standpoint I am not really interested in either of those, others here may have a different opinion. I have a few .tvs looking to pick up a few more but only top generics (not premium just "top" generics" .tv where I could envision videos of some kind being posted). I have 2 .ccs looking to drop those. what for its worth.

I thought people can only get refund for .com/.net. Does Dynadot refund .tv,.cc? how about .cn and .in?
