New IDN Rating System Added

I added a new section in the appraisal category.
This section is to get your IDN appraised by other members.

It will give people a small benchmark of value of domains being offered

I just tried to post to the rating board and got the message:

"You may only start 1 thread every 24 hour(s). Please try again later."

However, I don't have a single rating going.
