Dot TEL domains are not meant to be visited with web browsers. They should contain a special type of DNS record "NAPTR" and not an IP address.

The idea for dot TEL is to use the NAPTR records to store all of your online contact info, such as VOIP SIP, skype, msn, etc.
Presumably software will start to be designed that does a skype-like name search from the dot TEL DNS, then will query and parse the NAPTR records and allow you to connect to someone without knowing their details in advance.
This is the basic idea.
