Because Japanese Natives have highly speculated the .biz ext. mainly because they had to get in where they could fit in. So that in itself makes this domains worth more then the BIN thats set IMO.

Also i know you are new but we dont jump into peoples sales threads with comments and questions like this.

Why would I want to buy this?

2. and we don't try to highjack others open sales threads.
assuming you are not a Japanese native then why buy 横浜市.biz (YokohamaCity.biz)
3. the .com would cost x,xxx at least, if not more, if you have that kind $, € or ¥ pm/email the owner and get a quote. (btw 横浜市.com regged through 2016)
4. .biz were heavily purchased by Japanese natives as genius pointed out.
5. 横浜市.jp is reserved (whoops, may need to delete that)
6. if interested in japanese geos research the 市 thing.
