Try this:
Type "うそ" (with quotes) into yahoo.co.jp search box, and see how many results come.
Then type うそ  (without quotes), and count the result.

U will see that there are more results for the version with quotes, than for the version without quotes.(21,100,000 with quotes, and 21,000,000 without quotes)

Does anybody understand the reason?

I've seen the same thing with Google as well.

It could be that using quotes forces an entire index scan, while no quotes only does a predetermined percentage scan of the index. Not sure really, just imagining...
