Yes, it's true, not just on google.ru, but also on google.com. In my experience, these type of local language rules have not been deployed google wide, but with local filters on the country code google domains. Not anymore, at least not for russian. See how Google bolded the ascii transliteration in the second result to indicate an exact match of the searched term.
