It's junk. Kyoto is not 県 but 府, i.e., 京都府. You cannot use 県 for Tokyo, Osaka, Kyoto and Hokkaido.

That was my drop when I bulk registered a bunch of Japanese prefectures in 2005 and mistakenly added
the "prefecture' sign to that and Tokyo. Ryu is correct that it is incorrect and worthless. The Tokyo one is
not good either.
