Explorer and URL with IDN chars

I don't understand why I can see the IDN characters in the URL using Opera, Chrome and other browsers, but none using Explorer, neither IE8. :confused:

For example... in the URL I see:
idnforums.com/forums/3797-шоппинг-com-shopping-com.html
with Opera and so on.
But I see:
idnforums.com/forums/3797-%D1%88%D0%BE%D0%BF%D0%BF%D0%B8%D0%BD%D0%B3-com-shopping-com.html
using Explorer if I click the link.

BUT if I copy and past I see:
idnforums.com/forums/3797-шоппинг-com-shopping-com.html
also using Explorer :confused:
